Fulani/farmers clash: FG sets aside N100bn for ranches
•To register cattle, herdsmen from neighbouring countries
The Federal Government has set aside N100 billion to assist states
establish mini modern ranches across the country. This is aimed at
ending the incessant clashes between farmers and Fulani
herdsmen.Speaking at the end of National Economic Council (NEC), meeting
presided over by Vice President Namadi
Sambo, Benue State Governor Gabriel Suswam said it was one of the
recommendations his subcommittee on Grazing Reserves presented to the
NEC.
The fund would be provided by the Central Bank of Nigeria (CBN).
He also revealed that cattle rearers moving into the country from
neighbouring countries would henceforth be registered, so as to have
records of them as well as ensure they maintain law and order.
According to him, his committee recommended that the CBN should provide
seed funding of N100billion to assist states establish mini modern
ranches, that all grazing reserves/cattle routes already gazetted and
encroached upon should be recovered and improved upon.
Others were
that ranching and modern technologies of livestock production be
established and that sensitization /education workshops be organised for
herdsmen and farmers to build trust and confidence between the parties.
Suswam said NEC amended some of the recommendations and appointed
Minister of National Planning, Minister of Agriculture and Benue State
Governor to come up with the final framework for approval and
implementation.
He said the Secretary to the Government of the
Federation (SGF), Sen. Anyim Pius Anyim, presented the draft report of
the Presidential Technical Committee on Land Reform (PTCLR),
reconstituted by Mr. President in November, 2011.
Among the terms of
reference for the PTCLR, are provision of technical assistance to
states and local governments to undertake land cadastral nationwide;
determination of individual possessory rights using best practices and
the most appropriate technologies
